Define scope, architecture, service hours, severity levels, access, security, data location, recovery, change control, dependencies and exit. Responsibility should be clear across the client, provider and cloud or software vendors.

How should performance be measured?

Use availability, incident resolution, change success, vulnerability remediation, quality, user outcomes and cost. Ticket closure alone can conceal recurring problems or poor user experience.
